Tokyo and Paris MOUs Joint Concentrated Inspection Campaign 2024

Member States of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control (PSC) have recently announced that, commencing 1st September 2024 and running through to 30th November 2024, they will be undertaking a Joint Concentrated Inspection Campaign (CIC) on Crew Wages and Seafarers’ Employment Agreements under Maritime Labour Convention, 2006, as amended (MLC, 2006).
 

The purpose of the campaign is to:
• create awareness within the shipping industry about the requirements on Crew Wages and Seafarer Employment Agreements (MLC); and
• verify that ships comply with these requirements

A ship will be subject to only one inspection under this CIC during the period of the campaign. Port State Control Officers (PSCO’s) will use a predefined questionnaire as published by the Tokyo MoU which is included in page 3 of the Joint Concentrated Inspection Campaign Notice.

Whilst the pre-defined questions address only limited areas of MLC related issues, Members are advised to bring details of this CIC to attention of their ship masters, with guidance to review all aspects of the Maritime Labour Convention, 2006, as amended (MLC, 2006) and verify full compliance with the MLC, 2006.

If, during the course of a PSC inspection deficiencies are identified, actions by the Port State may vary from “recording a deficiency and instructing the master to rectify it within a certain period of time to detaining the ship until the serious deficiencies have been rectified or until the Port State has accepted a proposal for a plan of action”.

The collated results of the campaign will be analysed, and findings will be presented to the governing bodies of both MoUs for possible submission to the ILO and IMO.
